Is one of the features i really ask for
if you have a dozen of sites to update you don`t want to enable the plugin after updating every time on every site

Even I support this. It should ask for enable only if it was previously not enabled befor upgrade. But if it was previously enabled before upgrade, its status should remain enabled afterwards too.
