Static home page can't change title - rewrite selected and tried default theme, too All in One SEO Pack Troubleshooting Forum

I'm using the Atahualpa theme, 3.4.4 by BytesForAll.

I have not been able to successfully rewrite the home page title tag. I have selected "Rewrite Title Tags" and also changed the theme back to the default theme. Neither resulted in changing the title tag. It still just has the name of the blog.

Any help will be greatly appreciated. Thank you.
